Penithelarn [PEN-ee-THEL-ahn] is a major port city in western Ororr, chief trading port of the autonomous region of Moritarr. It is located on the estuary of the River Nurallons, where it flows into the Sea of Grief. It trades particularly in bulk produce like grain and other foodstuffs produced in the fertile Nurallons valley.

The city is approximately 4 km from the sea, on a low hill on the banks of the wide river. It is unusual for modern Ororran cities in that it is fully walled and relatively heavily fortified. Piracy has always been a danger for shipping around the world. Throughout history merchants have been preyed upon by desperate or greedy fishermen, by rogue naval ships acting as privateers, as well as organised fleets dedicated to larceny.
