The Hartheran Union, commonly named Harthera, is an imperialist maritime nation state dominating the northeast of Anásthias. It is one of the two great powers of the modern epoch, arguably the most technologically and militarily powerful nation in the world, only matched by the vast size and wealth of its neighbour, viridviridOrorrMEOrorrOrorrOrorrOrorr, deciles are a social and political structure, nominally a family or tribe of which all Hartherans are a member. Deciles were formalised in the Hartheran Commonwealth period as a method of managing elections.

Before the Commonwealth, the early nation had hundreds of ethnic clans, families and noble houses. Many small family groups were wealthy, powerful and owned much of the land, while other tribes were poor and disenfranchised. The deciles were created to be ten roughly equal parts of the population. Deciles voted amongst themselves to elect leaders and debate policies, so that poorer populations could be a counter to the wealthy elites.

After the fall of the Commonwealth, deciles lost their specific political role, but still remain important as a social and religious structure. Today there are many more deciles then the original ten, more than sixty in number, of varying sizes.
